Owner and Senior Strategic Advisor  

The Honorable Dr. Winslow Sargeant is an owner and Senior Strategic Advisor for ITSC Secure Solutions, LLC (ITSC).  Dr. Sargeant is also Senior Advisor for Globalization and Head of Capital Markets for Genaesis. In this role, Dr. Sargeant syndicates opportunities with unaffiliated third-party capital partners – both domestically and internationally – facilitating optimized valuations and deal structures. In 1997, Dr. Sargeant co-founded Aanetcom, a computer-circuit design company, which was acquired by publicly traded PMC-Sierra only 3 years later for $900M. As an investor, he has participated in numerous private equity and venture capital funds in both limited and managing partner capacities. In addition to his business and investing experience, Dr. Sargeant is a Kauffman Fellow, a member of the Presidential Leadership group at Stevens Institute of Technology, a Trustee for Wisconsin Alumni Research Foundation (WARF), a Trustee at Northeastern University, Trustee for the Morgridge Institute for Research and founding board member of First Women’s Bank (FWB).  

Dr. Sargeant was appointed by President Obama as Chief Counsel for Advocacy in 2010 and unanimously confirmed by the US Senate in 2011. The Chief Counsel for Advocacy represents the independent voice of small business before the White House, US Congress, and the Federal Courts.   

Dr. Sargeant received his bachelor’s degree in Electrical Engineering from Northeastern University, Master’s degree from Iowa State, and Ph.D. from the University of Wisconsin. 

Dr. Sargeant is the incoming president of the International Council for Small Business (ICSB) and has been a strong advocate in helping countries worldwide develop powerful small business infrastructure as well as mentoring businesses directly to accelerate their growth.
